That this was the first is confirmed from the other end: the 1993 running on this site is titled the 11th Annual, which counts back to 1983. ONLY TEAM TIMES WERE PUBLISHED - no individual legs. Team times here are added up from the rows rather than stored, so each pair's total sits on the first-named partner and the second carries no time. Every row says so.
